, LONDON, January 13. The Times' Paris correspondent asserts that there is a consensus of opinion that Mtilai Hand's sanction to a holy war against all Europeans should impel the Powers to support Abd el Aziz, who would provide a guarantee for Europe in the observance of the Algeciras Convention.
