QUEEN CARNIVAL FUND.

MONEY TO EE HANDED TO BOROUGH COUNCIL.

A meeting of members of the Carnival Executive was held on .Friday afternoon to consider matters relative to money raised by the carnival and which had not been handed over. Mr. J. P. Brandon (Mayor) presided, while, there were also present Messrs H. Witehell, W. H. Percival, Ben Ling, Lon Kilmister, M. Baker, and H. Taylor (secretary). The Mayor, in (Spelling, said lie thought there had been a misunderstanding by both the Executive Committee and the Borough Council, while the latter had been wrong in passing a resolution to purchase the two sections before they had boon advised of the wishes of the Executive Committee. The Executive could not. dictate 1o the Council, and he did not think they intended doing so. the object was clearly to raise money for improving and beanl ifving ill" domain, and after final settlement to hand over the money raised 10 I lie Council with a recommendation tint'; it. be spool on the present ground. Tub .Borough Council should not depart, from, the recommendation, but some understood that the Council was to be I allowed to do as ir liked with the money. He thought, il advisable to! hand over the money to the Council j with the recommendation passed. j Air. Percival failed to agree tha-i Hie Executive had no right to dictate terms.

Air. AA’itchell considered one or 1 uomembers (if the Executive did not understand the position as recorded on the minutes. Cr. Taylor considered the Executive Committee, should have made the recommendation to jlie Council, bo I ore. I lie latter body dealt with the matter. Mr. Witched: The Council was misled by a deputation that united oil it! The .Mayor said it was made clear all along that the Executive wished their recommendation put into otlert. and. as honourable a ten /the Council should cany out such recommendation. He personally would strongly oppose nnv acton of the Council adverse to ilm recommendation. It certainly had been passed at n Council meeting that the two sections under offcr_ be, purchased out of the carnival funds, lit view of the recommendation of Ilie Executive, but he did nut. for one moment think such would ever be. done. The money was still in the bank in the name of the trustees, and it. was for the Executive to authorise ihat it be handed over to the Council. Air. Ling: If the money is handed, ovei -the Council will do what they like with it. Air. Percival: The. Executive has no right to hold the money back, or even put it oti (ix'ed deposit; the money should have been handed to the Council. ihc Mavor considered the Executive had done’right in placing the money on deposit hearing interest. .Air. Percival: The money should be hauled over to the Council without further delay.

It was generally agreed that much valuable time bad been wasted, but the Mayor thought. late its it ■was, the ground could be temporarily improved, the croquet greens got un<le-r way and the grandstand erected. The recommendation from the Executive <bd not state that the ground had to b" I'hmgks'd now: it would be better to mow the grass, thoroughly roll th" ground, ami defer ploughing lil! next season, so as not to interfere with foot Kitll aml ot her sports. He suggested that instructions be given to Air. A\itchcll and himself as trustees to hand the money to the Council ami to point out that the Executive trusted their recommend:!tion would be given effect

Mr. Ling: I* would be a mistake to j ha id o\ or t lie money l ! . The Mayor said the money was collected for a specific purpose, viz., rot improve and beautify Hie domain. ( There had boon no intention on the pan of the Carnival Executive to pur- I chime I'" it her property. ! Afr. Ferrival: The question is, what > is an improvement to the domain: j Main- think th" purchase of the sec-j lions would lie an improvement. [ Air. Kilmister: I'd be ashamed t" j kgitale ,I’or the sections if opposite mv property. I Air. IVrcivn! said the location ot the: sections uas immaterial to him. j Air.
