OTAKI BOROUGH COUNCIL
SPECIAL MEETING. A special meeting of the above Council was held yesterday. Present: His Worship the Mayor (Mr J. P. Brandon), Crs. C. Kilsby, 11. Kilinister, H. Taylor, T. O’Rourke, H. Cockrell, and P. Rikiliana. The Mayor pointed out that the business was for the purpose of dealing 1 with the drainage plans, as prepared 1 by the Engineer. j The latter then submitted his draw- I ings, explained everything in detail, i and read the following report:— i “Attached please find drawings,, showing sizes and grades of sewers. J These details of the scheme vary only sliglrtly from iny original report to j Council. The sewers have been designed to gravitate just behind the Post Office, to a point almost opposite the Native Church, where an underground pumping station will be built. The proposed sewered area is the centre of the town (as shown on plan), including Wacrenga Road (as far as Bell Street), and Mill Ruud just beyond the school gates. The sewers, however, can be Carried on towards the railway end, either now or at any time, the grades being such that the ext'ention is easily . secured. With regard to Tasman and . Rangiuru beaches, it is not proposed to . include them in the present scheme, i though the library along Tasman road, c and the houses on the town side of Mr D’Ath’s residence in Rangiuru road t eau be included. The gradients of j the sewers are self cleansing, though - automatic flushing will be necessary ' ( until a fair number of houses have ' i been connected. Ido not anticipate any serious difficulty in laving the sewers in the major portion of the town, i but in Rauparaha Street a fair volume | of water may be expected as we approach the Maugapouri creek. A Gin. ■ with a reasonable fall would be ample along this street, but, owing to the low | grade. I have allowed a Gin., and will ' ( discuss the advisability of using a. 3Sin. i ( with the consulting engineer, to reduce |- tile fall to a minimum. The method of j pumping varies from my first report. 1 i originally intended to in.stal an electric I motor (from Mangahao) to compress ■ air, using the latter as a motive power, j - As the water works, however, have ’ progressed I am convinced that such j can be used for pumping. The sewer- , * age will only require lifting about 15 j I feet, and we shall have a pressure from J Waitohu of over lUOlbs per square inch, which will give ample margin. Hy- • draulic pumps require very little at- ; tention, having few working parts and | . are slow in action. It is not claimed ! that they are very efficient, but this is more compensated for by the cheap power. In recommending the hydraulic pumps 1 am certain water can be used j for at lease two years when, if necessary to augment the plant, other mean; Hi could then be considered, ihe pump- | _ ing station will const't of two pumps, j ■rich callable of dealing with. ."0 gallon.-: j per minute. It cannot be too strongly im- . ’ pressed upon residents of Otuki, that, , under no circumstances "ill storm water be permitted to flow into ihe sewers, or pumping cost, will be increased, and the septic ael’ou within the tank interfered with. Also during installation every length of pipe line should be tested but this is an easy matter with the water scheme installed.” The Engineer added in answer to . questions that the pumping would only l do for two or three years blit could be | extended when desired. Work could be | -tuned at Kirk Street, Bell .Street, and | ■Waercngu load to the base, lie amici- j pa ted no tioiblc except at the Convent v Idle in Mam Street the drains would j be down about Sft. This, however, was j not a serious matter and an ordinary pump would be able to cope with any water. He intended to let the work by tender in one contract, and the cor: tractor himself could decide where to start. Personally he' would prefer starting from the top end. By opening up the main street he admitted that a lot of inconvenience would be caused the public but this could not be obviated, and if line weather prevailed the work would, naturally, be done much 1 more expeditiously. The Mayor pointed out that by re.-ol-ution of the Board Mr Jickeli had been! written to some time ago and asked to act as consulting engineer and report. • He was now awaiting details, Cr. Kilinister asked if there was a chance of securing Mr Barnes, of the Hutt, but the Mayor pointed out that j Mr Jickeli would have to be first paid for work done. Cr. Taylor favoured an engineer who was conversant with the Hutt. Put one. j and Christchurch, schemes. The Chairman pointed out that Mr •Jickeli originally came from the Hutt, j while Cr. Cockrell asked if Ah: Hutt , Borough Council would allow their man 1 (Mr Barnes) to supervise. t Cr. Kilinister suggested that an attempt be made to secure Mr Barnes. 1 jHe had nothing against Mr Jickeli. | I Cr. Taylor also spoke in favour of | Mr Barnes, after which Cr. Kilinister ; moved that he be secured if possible. 1 The Mayor thought it advisable to ascertain first what sum was due to Mr Jiekeil, ! Cr. O'Rourke said the Council had not idea on what basis u bad to pay Air Jiekeil. and should first find out. The Council was entirely in Mr J:c* kef! ’= hands as fax as k& could see. Cr. Eikihana seconded Cr. Kilinister » motion. Cr. Cockrell moved as an amendment that the position of the Council regarding Mr Jickeli be obtained before seek- - ing the services of Mr Barnes. Or. ’ O’Eourkc, in seconding, said no professional man should be turned do-’-t without being communicated with. , Cr. Kilinister then withdrew his mo* . tion in favour of the amendment.
