NEW YEAR HONOURS.
NO PRIME MINISTER'S LIST. London, December 13. Tlie Prime Minister will not submit a list of New Year honours for 1923. The colonial and other lists will I e issued as usual. Originally honours were conferred on persons selected by the King himself. Then the Colonial and Foreign Offices submitted their lists of distinguished people in their own special departments, arid later it became the custom for the Prime Minister to submit his list. 'There was always a certain quid pro quo, generally in the shape of a contribution to the party funds, from those who appeared on the' Prime Minister's list, and lately this practice grew so rampant that it developed into a scandal, and the accusation was freely made that honours had been bartered for large sums of money. It is this Prima Minister's list that will hot bo submitted at the New Year. The King still retains his own private list, and .this, together with the Colonial and Foreign Office lists, will be dealt with as usual.
