An Otaki delegate then stated a Te Horo representative had not voted as he had arrived late and had not put in his proxy. Levin delegates pointed out that according to the rules the proxy should have been in before the meeting commenced. otherwise the delegate was barred from voting. They asked that the rule be adhered to. Mr Wilson (Otaki) explained that a

break-down in the car had caused tire late arrival of the delegate. It was no fault of his own. The Chairman- said he would accept the proxy and allow the delegate to vote. On a division ilie motion was carried bv 17 to 11. OTIIEH PROPOSAL'S WITHDRAWN In introducing tlie second proposal Mr Whibley said it was passed at a meeting of the Union last year but there was no record of it. Mr Carmichael, on referring to the minutes, found that the motion was on ilie books. Mr w hibley thereupon withdrew the second and third motions. Mi Thomson raised tlie point that rule of ilie Union and would require a the motion was really cutting into a two-thirds majority before it could be passed. Mr Wliiblev said no rule was affected. He moved a Vole of ihariks io the chair which closed the meeting.
