HOROWHENUA COUNTY COUNCIL.

MEETING OF COUNCIL. The monthly meeting of the Horovvhenua County Council was held on : Saturday, the members present being 1 Crs. G. A. Monk (chairman), H. Bar- j ber, H. G. Bryant, F. J. Ryder, C. I. 1 Harkness, J. McLeavey, A. K. Knox, S. A. Broadbelt and J. R. Whyte. The Prime Minister w rotc in reply regarding the Council’s application for permission to raise a loan of £IIOOO to pay off its antecedent liability as at March 31. 1922. He was arranging for the Council’s application to receive 1 early consideration. • The State Advances Office also w rote I re the antecedent liability loan, and j said when the application had the conI sent of the Governor-General it would i receive attention. The Council had not stated the rate of interest it proposed to pay. The letters were received. The State Advances Office notified j that the loan of £3OO for the Muhunoa West water races had been remitted to the Council.—Received. The New Zealand Counties’ Association asked the Council for an expression of its views on the local Bodies Finance Act, 1921, and to forward any amendments which in its opinion were considered desirable or necessary.— Received.

Ryder considered the request- was quite right, and it was a wonder it had not, been asked for before. It was decided that the request be complied with. A Slaughtering License Objection. Mr F. W. Vare wrote regarding the objection to the slaughtering license he had applied tor for premises in main Wellington road, just north of Otaki, on the ground of pollution of streams in the neighborhood. If he had (lie slightest idea that the water would bo endangered in any respect he would not take the risk of allowing pigs to run there. Since the Councillors had inspected his farm, the drainage had been altered and diverted from the creek into a sump. Ho gave an assurance the water in the stream would not be polluted in any way.

Tho Medical Officer of Health reported on Mr Vare’s application and recommended that all pig runs nnd shelters be moved to higher ground <-!ear of the banks of the .streams. Drainage from pig-stys in the now location was to be collected in sumps, and steps taken to prevent pollution of the stream. Clean and sanitary conditions were to lie maintained. Cr. Ryder said the health officer’s report was in accordance with the conditions existing. He considered the/ stream was unquestionably polluted by I the condition of the ground in the vi-1

cinity. The Engineer said lie visited the ground with the heulth officer, and found tin- sump was only n shallow hole in the ground. The condition of the property was filthy. The Chairman said IT the place was cleaned up Mr Vuro might get a JiI cense, hut that was his look out. Jt was resolved that no action be taken regarding Mr Cure’s letter, and that, he be served with notice that works as suggested by the health inspector must be carried out. s Waihoanga Matters. Mr D. L. Corrigan, Waihoauga, wrote that his company would be using the road for carting out timber and firewood, they wished to meet the Council and assist in maintaining the road in u state of repair. The Company proposed that it should supply metal anywhere between the Roaring Meg and Waihoanga at the rate of 4s per yard, the Council to quarry and spread came. Cr. Knox said be informed the Company that if they damaged the road they would have to repair it and assist the Council in keeping it in repair. Ibe Chairman .said any undertaking would have to be put in writing. He moved, and it was carried, that the matter be left iri the Engineer’s hands. Mr Corrigan also wrote regarding the ; application for the use of about an acre reserve opposite their property at 'Waihoanga. This was the only convenient jioiut whereby access could be given to convey goods to all that block of land on the northern side of the Otaki river by the industry they had established.—Eeft in the hands of the Engineer. Engineer’s Report. The Engineer reported as follows: There is very little to report on since last meeting. When the quotes come forward timber will be ordered and the work put in hand. Tenders wil.l be called in the near future for the supply and delivery of maintenance gravel for district roads in To Horo Biding. -A large amount of heavy motor traffic still continues to pass through the County but particulars have been obtained in connection with a number of offenders and prosecutions will follow nest Court day. Cr. Whyte drew attention to the culvert at Hume’s. Something should be done there. There was some question about the boundary at the cut in the Tokomaru river just above the bridge. The boundary between the tno property owners was the centre of the liver, but the river had shifted a good deal, and disputes were arising. The Chairman said he did not see how the Council could interfere. Cr. Hat her reported a few loads of metal were required on Kingston load | west. The metal on hand in the Shannon yard was. lie maintained, largely sand. Ihe Engined said the quality was much improved now. t.r. l-s:i 1 1 er said a certain amount of traffic wa- going over the br. Ige near his house in spite of the notice, and it was a question if the bridge should not be nailed up. Cr. Broadbelt said a reasonable job was being made in repairing the Ihukarn road, although the metal was soft. He asked if the Engineer would report on the quality of some stone in Gladstone road for road purposes. It was worth trying. Tile Engineer was instructed to report accordingly. Cr. Kyder drew attention to the Otalci bridge which wanted sanding trt prevent horses slipping. lie asked that a little metalling be done in the north end of To lloro riding, just outside the Olnki riding. He would givcj the use of a dray gratis. Cr. Bryant said the grader was doing good work in the Otaki riding, and he hoped further work of the kind would be done. 'gf Cr. Knox asked when the asphalt work would tie done at Te Horo. The E igineer said asphalting should not tie done in frosty weather, and as regards the Hunt ere races, he was considering another system of working them. Cr. Ilarkness considered that a little too much metal was being taken off the road in places by (lie grader. The Engineer, he thought, should make visits to see that this was not continued. He also suggested a roadman with a dray should follow up the grader and till in holes and clean up the water tables. Accounts amounting to £2328 l."s Id were passed for payment.
