HUTT COUNTY COUNCIL.
MONTHLY MEETING. The ordinary monthly meeting o! the above Council was held at AVei lington yesterday. Present: Crs. 1G. Cooper (chairman), John Barclay P. Cavanagh. M. A\ T . Welch, Leave of Absence. Leave of absence was granted Cr Howell on account of ill-health. Correspondence. Correspondence was read and dea<. with as follows: — j Paekakariki Hill Road. Prom Public Works Department regarding the payment of the Council : subsidy towards the work done on th>Packakariki Hill road, and stating they had enquired into the position and found that the new work done iat the water trough cost £IOO. Tit outer edge of the tilling was left hig. so as to allow of subsidence, but st had not yet subsided, thus leaving tomuch camber on the road. Otherwise the work had been satisfactorily don:-. Under the circumstances the Dcpari ruent asked for £SO to be lodged to the credit of the public account. —Left over on account of Cr.' Howell's ab seucc, the matter being one of concern to his riding. Hydro-electric Scheme. Prom Horowlienua County Conner: rc hydro-electric power, and suggest ing a conference for 11 a.m. on Sen tember 25th, and asking for a repre (tentative to be appointed. —Cr. Cooper said he had had two trips at his own expense, and wanted no more as tire Council refused to pay out. —Cr. Barclay appointed. The latter said the question was a burning one and con sidcred the Council should keep the matter well under observation. Cr. Welch said the Council could not 1 grant payment of expenses for the , chairman, as his honorarium totalled ( £IOO. "When he was chairman at £52 ■ he was not allowed reasonable expenses. Prom L’.AV. Department statin;: plans had been approved for expend i turc for forming 100 chains of Odliu’s road (Maunganui road). —Decided to invite further applications. Prom Public "Works Department for > warding advice note for £IOO (AVad ; dington settlement drain). —-Received, the clerk pointing out that the matte, had been under consideration for three years. Prom Treasury Department, for warding advice note re subsidy as foi lows; —AVhareroa £2-11, Horokiwi £2OO. Muugaroa £4OO, Epuui £2o'.. AVaiauiomata £2lO. Piom Trade Commissioner, forward ing statistics of motor cars and cyel- ;• landed in the Dominion for the year. —Received.
Prom Postmaster-General re pa:’ office at Parapnrauum, stating no tea der had been received for Ihe building. but it was hoped to made suit able arrangements for the erection thereof. —Decided to forward a copy of the letter to Cr. Howell.
Prom Prime Minister rc access to Plirumerton railway yard via Pahnutanui, and stating the matter was receiving attention. A -similar letter was received from Mr Field. —Letters ■received, Mr Field to bo thanked for interest displayed. Prom Makara County Council offering to take 20 trucks of metal.—Received. the amount being supplied.
'Front Nelson City Council, suggesting the .Government assist with technical education. —Received. From H. G. Bedded complaining of the bad state of the road at Pukerua. and stating he had great difficulty in getting building material along. lie hoped the matter would be treated as an urgent one. —-Cr. Barclay said Be-1-dell was building, and certainly was handicapped, and he hoped something would be done to alleviate the nuisance.—Left to Cr. Barclay to attend to.
From A. T. Clarke (Paekakariki) asking the Council to safeguard liis frontage on account of a road being made in a cutting.—Necessary steps to bo taken. Prom C. and A. Odlin asking that Munganu; road be continued, and suggesting application be made to the P.AV. Department for a grant.—To be referred to Cr. Howell. From Jenkins and Pcpperill offering sections for sale at. Paekakariki for the purpose of workers’ dwellings.— Held in abeyance.
From M. Maclean, secretary Ratepayers’ Association, Paraparaumu, suggesting the district through the soldiers’ settlement at Paraparaumu be formed into a drainage board. Held ever.
From Mrs Rudd, complaining of nuisances at Epuni hamlet, and suggesting the Council wake up and clear the- roads of stock, stop cycle riding oit’ footpaths, etc. The writer, in unparliamentary language, made eomJfients about certain individuals. —Re/eeived.
Prom AV. H. Field. M.P.. asking if the Council had any matters of urgency it wshed discussed in the Washing-up ’Bill.—Received.
From CeS.rai Progress League, reporting on he result of the deputation that r»-erttly waited on the Minister reb ive to the Rimutaka and Paekakariki deviations. and asking what labour was available.—Cr. Bar- • clay said it a as evident the League wanted to taie men away from urgent works that .cere. already in hand. which was . wrong procedure.—No action. From AV. R,indell, resigning his posi- / tion as sanitary contractor. —Accept- 1 I cA. Cr. Cavanagh moved that a resolution allowing Mr McAAIly and others to use sections at Day M Bay at £5 per year be rescinded, and that, the fee be lowered to £l. Cr. Avileii seconded, but the chairman refuted to accept the motion and left -iif- chair. Mr Welch was appointed as acting-ctau'- , man, and declared the mutton carried. Cr. Cooper then gave notice to rescind
Cr. Cavanagh’s motion. An application for an increase in ’ wages by one of the Council’s employees was received, and it was generally agreed that all the office stuff t were -worthy of a considerable rise. As (he election was drawing near, • however, members considered it wise to leave the matter in abeyance. !, I J. Draper (roadman) and AV. Coolie , (sanitary inspector) forwarded their | I resignations, which were accepted. j A motion of condolence was moved to the relatives of ex-Cr. C. AV. Brown, [ all councillors standing. Inspector’s Report. The inspector (J. AV. Cudby) reported: An exceptional heavy tide on the 26th ult. was the cause of much damage to-the parade at Paekakariki, i several large gaps being made in the ; ; beach side of the road. Steps were at once taken to put the road in order, t A new wing has been erected at the \ eastern approach to the Silverstream j r bridge. He has accompanied Cr. Bar- j i clay to inspect a road constructed by 1 Air Troupe at Plimmcrton, and recom- 5 r mended dedication be accepted. Aj c loin concrete pipe culvert had been i h put on the Mnnguroa hill, while the || v Pahautauui-Upper Hutt road contract • i: had been completed. Other matters t of minor importance had also been :tt- n tended to. —Report adopted. C The Ranger. i ll \\ The ranger reported seizing 41 head of stock during the month and having sued several offending owners. ~
Cr. Barclay said the ranger wanted a rally; personally he had never seen the roads so overrun with stock, the roads being used as grazing grounds.
Cr. AVelch said the same thing prevailed in his riding and was a standing disgrace, and something would have to be done, otherwise another petition would be put in. He lind seen a horse on the road for three weeks.
The Chairman said the same thing f happened in his riding, but still the .’ranger had seized a large number of stock from various parts of the riding. It seemed from this he had done well. Crs. Barclay and AVcleh both contended 41 head could be seized almost any day if a man did his duty. Cr. Barclay said before he had never complained, but it was evident Diek was neglecting his duty and the clerk ■ should be instructed to write to him. Personally he did not object to a single beast, but when mobs were on the roads it was time action was taken. Decided to write to Dick and inform him that he must pay more attention to wandering stock. Other Reports. The engine-driver reported that during ten days in the month he ha 1 crushed 220 yards of u/etal, and had used 261 cases of kerosene as well as benzine, greaso, etc. —Received. The lorry-driver stated that -in the AVhareroa riding 174 yards of crushed i metal had been put on the road, besides a quantity of rough. Some 17 tine of beuzine had been used. Accounts. [ Accounts passed for paymeut totalt- • cd £2595 6s l.ld. ; Overdraft. The overdraft was reported to bo £7543 16s sd.
