HOROWHENUA COUNTY COUNCIL

MONTHLY MEETING. The ordinary monthly meeting of thfl above was held at Levin on Saturday. Present: Crs. G. A. Monk (chairman), F, Coley, \V. J. Bryant, C. I. Harkness, H. Barber, S. A. Broadbelt, J. Me- i Loavey, F, J. Ryder, and J. S. Whyte. j Correspondence. Correspondence was read and dealt vith as under: — From Chief Surveyor, forwarding tracing showing portion of Rangihiniinui Block, which was required for road purposes. —Seal to be affixed. From Chief Surveyor, forwarding tracing of a road through Block V., VYaiopchu S.D., which it was proposed :o close. —Received. From Commissioner of Crown Lands, stating his Department had passed a voucher for payment of £SO IDs 6d, reiug proportion of rates payable by .he lessees of the Heights Settlement, lie asked the Council to collect £23 from Mr Bowen, proportion payable by rim from Ist April to 12th July, 1919 — Received. From Commissioner of Crown Lands, ■dating the procedure with regard to rates on discharged soldiers’ sections was to remain as at present, and that ■acli case was to be considered by the Land Board on its merits as it arose. — Received. , From District Engineer, asking the Council to submit a list of works for which items had been provided, and which the Council desired to proceed with at once in respect of which authority had not yet been rcceivod. — To be attended to. From Louis Barker, stating he had signed the ratepayers' consent relative to special rating district for a road at ihe north bank, Otaki Gorge.—Received. From F. Coley, B. Martin, and P. M. Gust agreeing to the special rating district (Otaki Gorge), and offering to pay the Council the sum of £6 (portion of the rate of £ll <is lOd) due on section Id, Block IV., Kaitawa. owned by L.. Barker, on consideration that he signed the ratepayers’ consent paper, and also agreed to pay £5 (is lOd balance of rates.—Received. From the N.Z. Society of Civil Engineers, asking for the Council's engineer- to attend a conference of engineers.—Engineer granted leave to attend at the. cxpen-e of the Council, tho Chairman considering the conference a good thing and predicted much good would result. From C. B. Buxton, financial agent, offering to secure any money the Council might require.—Received. From Mangahao Hydro - electric Power League, reporting progress, but objecting to the Government’s red t-ape methods. —Received. The clerk pointed out that the rainfall has caused delay with work, and that in Shannon the rainfall was five inches, while the fall at Mangahao was no less than 13, inches. From IV. Bock (Foxton), asking if the proposed drainage works at Kopntaroa would relieve his property, or tend to put more water through it. If the drain was to be cleared he would pay towards its cost. —Left to the engineer to attend to. From P. E. Palmes (Levin) complaining of a pipe being too small in the water-race area, which was the means of his property being dug up periodically. He also asked that ducks be kept out of the races.—Left to the engineer to attend to. From 8. Spencer, John Collis, J. C. Gardner, and R. A. Rolston, asking for the reading of the Kowiu block to be pushed on, and stating the road as it was could bo opened up at once.—Attended to. From Kiwitea County Council, thanking the Council and engineer for courtesy extended to members of the Works Committee during their recent visit to Levin for the purpose of inspecting the Council’s stone-crushing plant.—Received. From Department of Agriculture, stating the plant known as lantana had been added to the third schedule of the Noxious Weeds Act. —Received. From F. Colson asking for water pipe at Te Horo to bo cleaned out, as he was short of water. —Left te the Engineer to attend to. Reports. Stan Robinson reported that he had kept tallies of metal in the Otaki Riding, and stated his tallies corresponded with the workmen’s. T. Cootes and G. F. Murray reported that the metal dump had been measured and it had been found the amount totalled 215 yards. The ranger reported that during the month the roads had been fairly free of stock, and that some offenders had been summoned. The Chairman and Cr. Ryder said their roads were clear, while Cr. Broadbelt said he had but little reason to complain. Resolutions. Harkness-Broadbelt: That the Christmas and New Year holidays be granted the surfacemen from December 23th to January 3rd (inclusive), and that the Council’s offices be closed from the 24th December to January Sth, Broadbelt-McLeavey: That all wages up to 25th December and any necessary accounts be paid on 23rd or 24th December. Monk-Barber: That notice be given that a 10 per cent penalty would be added to all rate? outstanding after the 21st February, 1920. Whyte-Barber: That the seal of the ! Council be attached to the memoran!dum of transfer from the Council to the to ared jo Aiiurr "do-on nana-w Ohau, No. 3, A, No. 2.' Block IV., containing one acre, and-that the Chairman. Cr. McLtavey and the .Clerk sign I such transfer on behalf of the Council. Monk-Whyte: That the councillors for tho Wirokino Riding deal with the Koputarou drainage district with power

to act, the same councillors to also viow tho Kawiu-Foxton proposed road with power to arrange for any deviation necessary. Harkness-McLeavey: That necessary steps be taken to raise a loan and to form speeial rating districts for the purpose of metalling (1) the OhauEast road and (2) the soldiers’ road at the Kuku, Broadbelt-Harkness: That the necessary steps be taken to raise a loan for the supply of water from the Levi* high-pressure water scheme to tho settlers in the Avenue-Heatherlca water supply special rating district. Broadbelt-McLeavey: That tenders be called for metalling about 60 chains of the Toad connecting Otoroa settlement with the Foxton road, to be decided by the members of the Wirokino Riding. Accounts. Accounts amounting to £1929 Is lid were passed for payment.
