We have hecomc fairly well accustomed by this time to the new interpretation of the Railway Department 'a. duties that it has forced upon the public—that it exists not for the purpose of carrying passengers and goods, but with the object of preventing, as far as possible, any use being made of the railways. The Department is, we should think, and hope, the only railway authority in the world that is in quite this position. But one would have thought that the Department would have hesitated a long while before it decided that it could not undertake to allow school children lo come home for the holidays
