Personally I am willing to pay an extra rate on a moderate loan, and will see, as far as I am able, should a loan bo raised, that every pound is spent to the best advantage for some, useful and necessary purpose. I shall also want a balance-sheet of the revenue and expenditure for the information of ratepayers, and shall urge on the Board the necessity of defaulting ratepayers payforced—they are almost a dead letter forced —they arc almost a dead letter at present.
