LEAGUE OF NATIONS.
GENERAL AGREEMENT REACHED. OUTLINE OF THE COVENANT. Paris, February 1-i. . A general agreement has been reached regarding tlie Society of Nations. France makes important reservations.
.It is proposed that the Society of Nations will consist of Great Britain, the United States of America, .Japan, France, and four other nations, according to the formal announcement of President AA’ilson, at the plenary session.
The League-of Nations covenant has been published, and docs not provide for international police. The members of the League will use force on the recommendation of the Executive Council of the League if a nation makes war without first submitting it to arbitration.
No -State will be admitted to the Society of Nations unless it gives guarantees of its sincere support of it? principles and purposes. The covenant establishes a General Council of Nations, with an Executive Council, which is to meet at frequent intervals; and also a Permanent International Secretariat. The preamble recites the establishment of International Law as the rule of conduct amongst-the nations.
The members of the' Society of Nations will bind themselves to submit disputes to arbitration or to adopt the recommendations of the Executive Council. If a nation disregards the League’s ruling, the Executive Council shall decide What action shall be taken. The covenant provides for the reduction of armaments, and declares against the private ownership of munitions.
