WHEEL TAX.
Ma C. N. lloddee, of Stratford, complained to the Taranaki County Council lhat while driving through to Opunake on a trip he was accosted for wheel cox, and the Council eat humble pio and agreed that the foreman should have used more discretion Now, what we should like to know is, who is Mr C. N. Hoddcr that the law should be held in abeyance for him. We have always held that it was an iniquitous proceeding to demand tax from non-residents, but if t : ; e Council makes such a by-law wo fail to see on what principle- exemption omes in. It is certainty an absurd tiling that individual members of the Council should be able to pick and choose who should pay or who should not, as in such circumstances it leaves any such member under the imputation that he may, if ho choosey, direct that his friends go free and make his enemies pay. During the recent law proceedings for nonpayment of this tax, there were ctses which wore just as deserving as Mr Iloddor';;, but this wise discretion wus shown in their cases by heaping on several pounds for legal expenses.
