DUCHY OF LUXEMBURG PEOPLE OAX DO NOTHING NO DEFENCES' .SOMEWTIERE IN FRANCE, Nov. J.—The Grand Duchy of Luxemburg has become the land of spies. All sorts of people, some with magnificent credentials, some with nothing more than a shifty look, are trickling into it. Much as its people disjike if, they can do nothing hut give hospitality to each and every one. They dare not offend anybody. People say the Grand Duchy resembles the last piece of a jigsaw puzzle. Drop it into position and you have the complete picture. That is why agents of all the Powers are there. They are all working under the ,-ign of the double-cross. The Grand Duchy's importance is not. as a base from which to begin a direct assault against Fiance, although it is said that up to 28 German divisions have been identified opposite its undefended frontier.
