Present : Messrs. AV. T. Buvrett, (chairman), J. W. .Stimnor, J. A. Mitchell, AV. A. Gault, S. Maxwell, P. Burt. I). Spence, J. I). Dicker (engin-eer-manager), and* G. A. Hathaway (secrotary). The minutes of the previous meeting were confirmed and accounts passed ior payment.
CotTOJipbndeuect* dealing with the proposed purchase of land in Whnkatane borough for building purposes, was read and briefly dliseiissed.
'The monthly report ami half-yearly report were presented by *Alr. Dicker and approved. Air. Gault congratulated Air. Dicker on Ins reports and the favourable position shown.
Pay cf Soldiers The (|uestion erf the subsidising ol soldiers’ pay by local bodies and others came up for discussion. Air. Dicker said that the private: employees wore not ia a position to .subsidise payments; the Government was not dining it. amt it would not he lair lor the heat'd to do it.
Air. Maxwell said it would .ho most unfair if the soldiers’ pay were subsidised. It. was a policy that should not bo adopted hy any board. Air. Burt: What is the difference between a Dower Board employee and one of my workers? There should not be anv difference.
Air. Maxwell claimed that any man who volunteered should have the same treatment as any other volunteer and was supported in this contention, by other board members.
Whakatanc Heads Petition A petition, signed hy ten property owners and residents of the Whakatanc Heads was received, asking lor the reticulation of tlu- Wluikulane fiends area and promising a guarantee. Air. Burt said that., at first tin- Whaler, ta no Borough Council said they were not going to have anything to do. with the scheme. Now they had turned arotmd, after all tin- trouble the board bad gone* to. It appeared the council were new using the lever that the Heads would not get power unless the area came into tin* borough. Ite thought there- should be some-, means of getting power to the Heads. .Mr. Maxwell said tin- board could not (1,, anything until they bad official information from the Wbnkatam- Borough Council. Air. Burt agreed with this view but at tin* same time asked wlu-n the | leads was going to get the power in three years? Alt'. Sumner said they bad to remember that, the Heads was in the boards' area. If tin- borough were of a different opinion now tlu* board should take up the matter at the next meeting. Air. Sumner then moved: “That the Whakatanc Borough Council be immediate! v communicated with and iulormcd of the petition and requesting a reply ns to whether tin- terms of tho agreement entered into between tho borough and power board's committees had been altered to such an. extent as to a licet tlu* prospect of power arriving at the Heads in a. reasonable period. On receipt of a reply the samo coni mi t tec* he appointed to wait on the borough council or otherwise with power to act. The* motion was seconded by Afr. Burrell and carried. Oncpu Settlement The question ol supply to the Oucpu settlement was brought up b.v Air. Burt ami discussed. As a result ol the department’s explanation, consideration is being given to extensions. A vote uf (banks to the chair ccmdiidled the meeting.

Line Maintenance; On the 7th.' October lightning caused an interruption to supply on Paeratn branch lino from 5.45 a.m. to 6.35 a.m., Onotiki borough 5.55 a.m. to 6.15 a.m. On the 12th. October due to lightning: East Boundary Road) branch line 12.30. p.m. to 1.45 p.m. Paerata branch line 1.30 p.m. to 2.15 p.m. Wainui branch line 1.30 p.m. to 2.4 Q p.m. 20th. October Rangitaiki feeder out 0.40 a.m. to 10.15 a.m. caused by birds. Trees ciit and general overhauls carried out on sections of reticulation. 4 11,000 volt insulators, replaced.
2 consigners’ service lines overhauled and repaired. 2 261’t. poles replaced.

HALF-YEARLY REPORT Mr. Dicker presented the following report for the half year ended 30th. September 1939: — The attached statement of power fund expenditure and revenue, and •capital expenditure, covers the hoard's ’operations lor, the above period, and fjor the purpose of ’comparison, the estimates for the year 1/4/39 to 31/3/40 as previously suhihifted in my.-annual report, to the’:hoard; are also shown. ' Financial 'RhStilts: During the period .steady progress lias been maintained, and although a tariff reduction was introduced earlier in the year, a slightly greater revenue increase has resulted as compared with the corresponding period of last year.
Working costs have increased! by 14.6 per cent, hut an analysis indicates it is not a serious factor, and can naturally he expected when Considered with the continually increasing area under the hoard’s control. The major item is an increase of 7.5 per cent, in the cost of power purchased. The turnover in the 'Trading Department has increased by approximately £331 as compared with the corresponding half year for 1938. The position is summarised in the following table:—-

Capital Outlay: 'The capital expenditure for the half-year totalling £4302 14s 5d covers general extensions completed .during the period and scheduled below
Line Construction; 7 miles 26 chains 11000 Volt lines. 3 miles 5 chains 400 volt on 11000 volt lines. 66.26 route chains 4.00 volt lines. IS transformers totalling 890 k.v.a. capacity erected. 12 transformers totalling 715 k.v.a. capacity dismantled. 117 consumers’ service lines totalling 7 miles 23 chains of line constructed. 1 air break 11000 volt switch erected . *•'
Protective relay equipment fitted to the series lighting system, Opotiki borough.
Also alterations were carried out on a number ol service lines and to portions of the main reticulation. Line Maintenance: For - the above period no serious interruptions-have occurred on the hoard’s reticulation. A pole to pole patrol and inspection has been completed on all 114)00 volt lines in. the Opotiki area*, and normal maintenance work has been, carried out over the whole district. 223 consumers’ service lines have been overhauled.
