Stuart. postmaster, toe publication Commencing forthwith - a telegraph message addressed to any place .beyond New Zealand will be accepted for transmission only at sender’s d isk and subject to the following conditions : (a.) That it is written wholly in plain language, either English or French. (b.)..That it does not contain either in address, text or signature any code address or code word of any kind. (c.) That it bears the sender’s name ■at the.end of the text. (A message. not complying with this requirement... will be stopped in transmission until such name has been notified by the sender by means of a. paid telegram). (d.) That without, notice to thesender it may be stopped, delayed or otherwise dealt with in all respects at. the discretion of censorship authorities. ' (e.) That no cl a ini' in respect of a message whether for reimbursement of the sum- expended foi* transmission or otherwise shat! lie recognised in any circumstances whatsoever.
