Harper, who was formerly an ALP. in Western Austialia. convinced Lord Forrest, then Preniiei of the State,, of the need lor the scheme, in a, speech on the goldfields, and Lord Forrest later referred to him as “father” cl; the project. The scheme was completed in 19011, transporting water from the Helena River, near Perth, to Kalgooflie, Coolgardie and other goldfield centres, a distance of over 13*30 miles.
