AN AMENDMENT REJECTED.

London, April 27. * In the House ot Commons, on the Veto Bill debate, Mr G. Cave's amendment providing after a Bill was passed thrice by the House of Commons and
rejected by the Lords it be submitted to reierendum was negatived by 280 to 164.
Sir H. Samuel declared that unless constantly used the referendum was no remedy to a deadlock, and if constantly used would become intolerable.
Mr Balfour emphasised it should only be used on great and rare occasions.
The referendum was more necessary as the party scheme was getting more
rigid.
Mr Asqujth declared the amendment more revolutionary than 1 anything submitted to the House. He deprecated
casting upon the people the. burden of deciding what their representative was
sent to decide,
