INTER-AMERICAN DEFENCE SENATE RATIFIES TREATY Rec. 10 p.m. WASHINGTON, Dec. 8. The Senate ratified the Inter-Ameri-can Defence Treaty by a vote of 72-1 to-day, the only opponent being Senator Milliken (Republican, Colorado). Ratification by the House of Representatives is not required. The treaty, which was signed at Rio de Janiero in September, pledges American republics to invoke sanctions against aggressors if such action is approved by a two-thirds majority. Senator Arthur Vandenberg (Republican, Michigan), who strongly supported ratification, said it contained “no paralysing veto,” and it came at a significant moment to demonstrate the solidarity of the Western Hemisphere. “This is a true partnership representing the greatest advance ever made in the business of collective peace,” he said.
