RECOVERY DELAYED BY ACTS OF VIOLENCE

A number of influential officials and Congressmen in Washington are increasingly afraid that in spite of all her efforts the UnUed States may lose the battle’for production and recovery in West Europe, says the New York Times Washington correspondent.. ... , ”Wfc better stop kidding ourselves, one official said to-day. “ While we talk about recovery in Washington and London, Communists are wrecking our recovery plans m France and Italy- We cannot deal with this problem through economic aid alone. ’ The correspondent says that it -is generally agreed that politically the Communists are hurting themselves by their sabotage strikes and have probably destroyed their chances' of regaining, power in France and Italy by parliamentary means, but the possibility that disturbs officials and legislators is that even politically-weak Communist parties can delay the recpvery of France and Italy so long, and increase the cost of recovery so much that Congress will unwillingly foot the higher bill. Four proposals for more direct action against Communists being made the Administration snould assure the present French and Italian Governments that if Communists try to seize power unconstitutionally, the legitimate Governments can count on United States support. Secondly, the United States should support France in her plan for internationalising the Ruhr and Rhineland Valleys. „ . ~ Thirdly, the United States should render effective direct aid to nonCommunist parties in , France and Italy. Fourthly, the United States should speed up aid to Europe and develop an effective overseas information service to see that the facts and objects of that aid are clearly and widely understood.
