BUILDING OPERATIONS BILL REJECTED BY NEW SOUTH WALES COUNCIL Rec. 8 p.m. SYDNEY, Dec. 4. The Building Operations Bill, bj which it was proposed to confer wido powers over the building industry on the Minister of Building Materials, Mr C. H. Matthews, was rejected by tha jNew South Wales Legislative Council by one vote. Sir Henry Manning said that the Bill was one of the most far-reaching moves towards the nationalisation of the industry with which the council had had to deal. It was undesirable because it would give the Minister of Building Materials tyrannical power over the industry to the detriment of home builders. More houses could be built by private enterprise than under a strict Government-controlled plan. The council refused by 27 votes to 26 to agree to a second reading of the Bill.
