DECISION DELAYED

NATIONAL WAGES POLICY BRITISH TRADES UNION COUNCIL N.Z.P.A. Special Correspondent Rec. 9 p.m. LONDON, Nov. 28. The General Council of the T.U.C. decided to defer any decision on the subject of a national wage policy by referring the whole matter back to its Economic Sub-committee. The Labour correspondent of the Manchester Guardian says that this action covers a very serious failurg by the T.U.C. to act quickly in time of a crisis. A delay is a grave matter because it is holding up essential measures of economic planning and creating doubts and cynicism within the trades union movement. The Daily Express says the T.U.C. adopted the expedient of referring its decision back to the committee to avoid embarrassing the Government by a direct refusal to consider a national wages agreement. So many union leaders opposed any agreement to peg wages that the Council decided to shelve the whole matter. The Council also declined to make any decision upon the American suggestion that an international conference of trades unions should be called to discuss the Marshall Plan. In this instance also it referred the matter to a committee for a report.
