OIL AGREEMENT CANCELLED 'SHARP PROTEST FROM SOVIET Rec. 11 p.m. LONDON, Nov. 21. Russia sent a Note to Persia sharply protesting against the Persian Parliament’s decision cancelling the draft of the Russo-Persian Oil Agreement, says Moscow radio. The Note declared that by refusing to-conclude the agreement, the Persian Government had treacherously violated its undertakings. The “ hostile ” actions of the Persian Government in regard to the Soviet Union were incompatible with normal relations between the two States.
