YOU WILL NOT BE PENALISED EVERY TIME YOU IMPROVE YOUR PROPERTY. 3. UNIMPROVED VALUE RATING ENCOURAGES IMPROVEMENT. 4. UNIMPROVED VALUE RATING ENCOURAGES THE BUILDING OF GOOD HOMES. It .Cheapens Building Sites by being a direct deduction from the land value, and by discouraging the holding of land from the market, and thus producing an artificial scarcity of building sections. The speculator who holds empty sections will have to pay his fair share of the Rates. 5. UNIMPROVED VALUE RATING ENCOURAGES PROGRESS. It allows industries to be established and expand. Industries are not penalised by a heavy Rate Burden. More industries mean more wages. More wages mean more money spent in our shops. This Means Progress! 6. UNIMPROVED VALUE RATING IS JUST, EQUITABLE AND FAIR. All who receive the benefits of Borough Enterprise, and that includes all the empty sections, as well as your home, pay their fair share. THE PERMANENT UPKEEP OF THIS PROTECTION IS NOW THE SOLE RESPONSIBLE OF THE DEPARTMENT. A NEW RETORT HOUSE WAS BUILT AT A COST OF £SOOO, PROVIDED FOR OUT OF A RENEWAL FUND ESTABLISHED DURING MY TERM AS CHAIRMAN OF THE GAS DEPARTMENT. THE WHOLE OF THE STREET LIGHTING OF THE BOROUGH WAS GREATLY IMPROVED, MORE PARTICULARLY THAMES STREET. I INTRODUCED THE PROPOSAL FOR THE ERECTION OF A WOMEN'S REST AND. PLUNKET ROOMS TO THE COUNCIL, AND CARi RIED THROUGH AND COMPLETED THE NEGOTIATIONS WITH THE COMMISSIONER OF POLICE FOR THE MAGNIFICENT SITE ON WHICH THE CENTENNIAL BUILDINGS NOW STAND. THE WHOLE OF THE PRELIMINARY ARRANGEMENTS FOR THE ERECTION OF THE BUILDING WERE COMPLETED BEFORE I RETIRED FROM OFFICE. THE PRUDENT POLICY OF SETTING ASIDE A RESERVE FOR THE REPLACEMENT OF THE OLD WOODEN FLUMING ON THE WATER RACE WITH STEEL FLUMING WAS COMMENCED DURING MY TERM. SINCE MY RETURN TO THE COUNCIL AT THE LAST ELECTIONS YOUR INTERESTS AND WELFARE HAVE BEEN MY SOLE CONSIDERATION.
