YESTERDAY’S PROCEEDINGS LEGISLATIVE COUNCIL / (Per United Press Association) WELLINGTON, Oct. 3. When the Legislative Council met at 2.30 it received the Orchard and Garden Diseases Amendment Bill from the House. The Bill was read a first time. After carrying a motion of appreciation of the services of a former member, the late 'Mr John Anstey, the Council adjourned at 3.50 until to-mor-row as a mark of respect. HOUSE OF REPRESENTATIVES EXCESS PROFITS AND WAR FINANCE (From Our Parliamentary Reporter) WELLINGTON Oct. 3. The most important feature of today’s sitting of the House of Representatives was the introduction of the Excess Profits Tax Bill, which provides for a tax of 60 per cent, on excess profits made during the war after the taxes have been paid on them. When this had been read a first time, the debate on war finance, which was started last night, was resumed, and this had not been completed when the House rose at 10.25 p.m. until 10.30 a.m. tomorrow. The debate will .be concluded to-morrow when the Electoral Amendment Bill guarding the electoral rights of members of the forces overseas will also be discussed.
