SPAIN ADHERENCE DISCUSSIONS IN ROME ROME, Oct. 1. The Spanish Minister of the Interior, Senor Suner, conferi'ed with Mussolini. The Stefani Agency said it was not expected that Senor Suner’s visit would go beyond clarifying Spain’s non-belligerent position. It emphasised that the Axis had not induced Spain to abandon her non-belliger-ency. “Italy and Germany regard Spain as a necessary and vital element in the new order in Europe and are determined to support her unreservedly so that she can regain the position to which she is entitled,” it adds. “ Spain may remain nonbelligerent, but her men and policy belong to the Axis system.”
