RUMANIAN INCIDENT

ARREST OF BRITONS PREFECT REPRIMANDED BUCHAREST, Oct. 1. General Antonescu is reported to have reprimanded the Prefect of Ploesti for permitting legionaries to arrest Britons, pointing out that legionaries have no executive powers regarding arresting persons. The British Legation in Bucharest is reported to have received a written promise from General Antonescu to investigate the case of the five arrested Britons. The United States Legation has strongly protested against the arrest and maltreatment of an American oil official, and has demanded full satisfaction.
