(Received Sept. 27, at 2 a.m.) The Daily News says the IndoChinese representative in Washington, Colonel Jacomy, is going to Hanoi by air bearing promises short of war from the United States, including permission to buy war materials conditional on Indo-China fighting effectively and remaining independent of Nazi influence. The Daily News added: " Vice-ad-miral Decoux has expelled the fears that he was a Nazi puppet, and it is now hoped that he will lead the fighting and inspire the remainder of French colonials." Authoritative Tokio advices state that Italy is becoming a signatory to the Japanese-German alliance, which thus far has not been ratified, but agreed to in principle. INVASION PREPARATIONS ANOTHER "TALL" STORY (By Wireless) DAVENTRY, Sept. 26. Elaborate stories are still being issued from semi-official German sources about the preparations that have been made to invade Britain. It is stated that specially selected, equipped, and trained troops have been distributed round ports on the Channel, North Sea and Atlantic coasts. They were chosen only after they had answered 63 questions regarding their athletic prowess, knowledge of foreign languages, and knowledge of the geography of Britain. It is also stated that 10,000 troops have been trained in the use of water skis, made of cork so that they can ski across the Channel at five miles an hour.
