(Received Sept. 22, at 8 p.m.) The Balkans correspondent of The Times says evidence is accumulating that German military co-operation with Rumania is tantamount to German control. The Rumanian leader General Antonescu, has appealed to Germany to reorganise the army It is reliably reported that preparations have been made to enable German aircraft to land at Floresti airport, near the oilfields. German Black Guards are reported to be encamped at two places in the same

area. Great activity is observed at the Russian Legation, which is alarmed at these developments and regards the new Government with deep suspicion. The continued arrival of Russian reinforcements is reported from the Bessarahian frontier. A message from Bucharest states that the newspapers to-day published accounts of Hungarian atrocities in Transylvania. Some outrages, including the crucifixion of a priest in a church tower, are known to be true.
