TOTAL MOBILISATION RETURN OF CONFIDENCE HANOI, Sept. 12. (Received Sept. 13, at 11.30 p.m.) The French are seemingly taking up courage as a result of Mr Cordell Hull's statement on Indo-China. There has been almost total mobilisation and businessmen in uniform drill every day. French naval guards surround Government buildings. The evacuation of Hanoi is virtually at a standstill. Coincident with the return of confidence the French are reported to have obtained Japanese assurances that the Japanese army in Canton will refrain from further threats for the duration of the negotiations, which will be resumed on the return of the Japanese mission from Tokio on Friday.
