JAPANESE PAPER REPORT NO TREATY NEGOTIATIONS MOSCOW, Sept. 8. (Received Sept. 9, at 11 p.m.) The Tass Agency has been authorised to deny a Japanese newspaper statement that M. Stalin and the German Ambassador discussed an agreement between Russia, Germany. Italy and Japan, and cancellation of the anti-comitern pact. This is a pure invention. M. Stalin has not spoken to the German Ambassador for the last six months.
