These rates do not apply to Egypt, which is not part of the Empire, and all cablegrams addressed to thai country are charged at the rate of Is 5d per word. When a nolicy is surrendered in its early stages the interest- , earning capacity of the premiums paid is insufficient to cover the costs of issuing it. The surrender . value of any policy eventually becomes greater than the amount of premiums paid.
