All six members of the commission recommended a reduction of lay representatives. The Bishop of Dunedin, as chairman of the commission, said it was desirable to use every means to reduce the expenditure on sessions. Mr H. D. Andrews (Christchurch) summed up the general opinion of the laymen when he advanced the opinion that the more laymen became interested in the high courts of the Church the more decisions would be accepted by the general body of church people. The small amount of expense saved did not warrant a reduction. The voting on the division was:— Bishops: Ayes 6. noes 1; clergy, ayes 14, noes 10; laity, ayes 8. noes 21. The bill was therefore declared lost.
