DECLINING POPULATION

WHITE RACES THREATENED DEATH KNELL OF EMPIRE LONDON, Sept. 13. The end of the British Empire is predicted by Commissioner David Lamb, of the Salvation Army, who, in an address to the British Association, cited Sir T osiah Stamps statement that a stationary popula tion felt the impact of science more severely than a growing one. Commissioner Lamb added that science was ,partly responsible for the stationary or declining population threatening the white races. This decline sounded the death knell of the British Empire, which could not be held and developed in the face of a steadily increasing population and pressure elsewhere.
