LONDON, July 25. Several judges Lave been, commenting oa the rampaucy of bigamy. The Times, in a leader, states that there has been a 300 per cent, increase on the pre-war figures. There has been general relaxation in public morals, and unhappily the war has intensified the conflict between elemental nature and civilisation.—The Times.
