It establishes a commission under the League of Nations—but with freedom of passage, subject to international rule—comprising two representatives each from America, France, Japan, and Italy, and ono for Britain and one for each British dominion and for India, also one for each other member of the League of Nations. The first meeting will bo held at Paris. The expenses o'f the commission will be shared in proportion to the voting strength. The convention concedes to each State tho fullest sovereignty over its own air spaces.—A. and N.Z. Cable.
