<«• PEACE TERMS THE AUSTRIAN REPUBLIC. STARTS LIFE IN BANKRUPTCY. PARIS, July 22. A perusal of the financial clauses of the Austrian Treaty shows that the liquidation of the assets of the old Austro-Hun-gariau Empire compels the Austrian Republic to start life as a bankrupt State. It is faced with an enormous debt, a tremendous currency inflation, and overwhelming obligations towards the Allies. A pertinent question is: Will Germany be allowed to undertake Austria's financial arid economical reconstruction, or will the Allies assume this responsibility? The question is now being asked in conference circles.—The Times. BULGARIA AND TURKEY. AMERICA AND THE TREATIES. WASHINGTON, July 23.
