The conveyance to the markets of the products of essential industries of the dominion is of vital importance to tho whole community, whether produoers or consumers. Ist AUGUST, 1919, Every parson desirous of travelling' by laif beyond the limits of the suburban area Will require to satisfy tho railway officer that the journey is imperative, and being undertaken for essential business purposes, tho bona fides, of which the railway officer shall determine. ' No person will be booked or permitted to join any train for travel beyond tho suburban area unless and until the railway authorities are satisfied as to the bona fides of the circumstances and that the journey is necessary. , Single tickets only will be issued. No ticket will be issued within 15 minutes of tho time of the departure of the train. No person except passengers who are in possession of tickets will be permitted to .enter on tho platform. The number of carriages to be run on any train will be strictly limited. Persons who desire to travel are recommended to apply to the railway authority the day before that on which they propose-' to make the journey. Tickets will in all cases be issued subiect to. there being , room on the train. No undertaking, implied or otherwise, can bo given to carry any passenger by any particular train or any particular date, passengers who are unable to travel on any one day will, aa far as possible, be taken in turn on subsequent dates, but no guarantee can be .given as to the interval that may necessarily elapsa before the accommodation can be provided. _ Any persons who pur-: chaso tickets for journeys which they are unable to undertake owin? to lack of train accommodation may obtain a refund of their fares on presenting tne tickets to the office of issue. The restrictions on passenger traffic are being imposed solely for the purpose of conserving coal and to provide, aa far as possible, for the conveyance of essential goods traffic which cannot be dealt with under the existing arrangements owing to tho largo number of passengers who hare continued to travel since the coaleavinjr time-table -was inaugurated on the 2nd July, 1919. Investigation has "shown that nearly 50 per cent, of the passengers at the present time travelling by trains consist of women and chiklrsn.
