JAPANESE INFLUENCE. CRITICISM BY CHINA NEW YORK, July 20. (Received July 27, at 5.5 p.m.) Mr Nai Cliai Quo, one of the Chinese peace delegates, who has arrived hero en route to China, on being interviewed said it was true that Japan had proanised to return Shantung, hut she would return only the shadow. She would retain control of the railroads and establish, a Japanese settlement, which would dominate tho region. Japan wopuld absolutely control the approaches to Peking, especially through the Tsing-tao railway, and the fortified positions of Dairen and Port Arthur.—A. and N.Z. Cable.
