NEGOTIATIONS WITH UNITED STATES.

NEW YORK, July 17. Representatives of the Deutsche Bank of Berlin, who are also understood to be representing the German Government and tho German Banking Kartel, have started negotiations with New York bankers for the purpose of establishing in the United States credits for German interests.
