LONDON, July 22. (Received July 23, at 11.5 p.m.) The Daily Telegraph's Paris correspondent reports that America, at the Coimcil of Five, opposed Marshal Foch's contention that the Hungarian Communists had not observed the armistice terms and should be militarily compelled to comply. Britain, in a less degree, also opposed such compulsion. General Bliss (United States) presented a report countering that of Marshal Foch.—A. and N.Z. Cable.
