RUSSIA'S REPORTED INTENTIONS

LONDON, October 11. (Received Oct. 12, at 4.42 p.m.) The Standard's Paris correspondent (under reserve) says a report is current that Russia is about to issue a Note announcing that by arrangement with Turkey the Dardanelles will ba opened to the ingress and egress of Russian warships, but closed to the squadrons of other Powers.
