ITALY. GARIBALDI.
An amnesty has been granted to (Jaribaldi and his followers, but it was delayed longer than had b^en anticipated.; .It was not till Sunday, October 5, than the king signed a decree, proclaiming an a^nneafcy to all persons concerned in the acts and attempts which took place lately in the eoutlura proviaces_j>f Italy with the exception of those who deserted from the royal army. The. decree was published in the official '' Gazitte " next day. It was preceded by -a r^pait 0/ the minister to the king. The minister in tliat report said:— r
Ihe motives which had co 'ipslled your rnaje3fcy to withstand the generous intentions of your he art no longer exist. The rule of the law is again consolidated. He exhorts us to call upon the_ French, the Swiss and the American I peoples, to join-in -■renouncing wars and conquests I and in conveuing a peace congress, " to judge of the I differences that arise between nations " Misaddress j however, contains no distinct proposal with regard to ' the aff.iirs of Rome and Italy. MAHRIAGB OF VICTOR EMMANUEL'S DAUGHTER. Tae marriage of the Princess Maria Pia, the youngest daughter of King Victor Emmanuel, with the King of Portugal, was celebrated-by proxy, at Turiu, on the 27th September. The King of Italy ! and all the royal family (including Prince' Napoleon)'' were present. The ceremony was performed with great pomp, a grand fete was giveu at court iv the evening, and the city was brilliantly illuminated. On the 29th the Queen of Portugal, accompanied by Prince Humbert, embarked at Genoa tor Lisbon Prince Napoleon and the Princess Clotilde embarked at B the same time for Marseille?. The occasion was celebrated by grand fetes at Gknoa. . . ; The vessel conveying the Queen of Portugal to Lisbon was escorted yll Italian, French, aud £ussian vessels. fr 1 I \ STATE OF ITALY. • Mazzini has addressed an appeal to the Italian people against the Italian monarchy. He declares that "the royal bullet which wounded Garibaldi has torn the last line of the contract entered into by the i Republicans of Italy with monarchy." He affirms ! that constitutional monarchy has been everywhere, save in Snglaud. a failure, and denounces in umuea- i sured terms'-the Italian monarchy, its professions, its j pr wtices, aid its results. . . ; The Roman people do not seem to share Mnzzinl's anti-monarchical views, if we may draw such a conclusion fro m the fact that they raised a subscription to present a wedding present to the young Queen of Portugal, Victor Emmanuel's daughter. It is probable^ that/.Victor Emmanuel will pas? a part of tiie winter at Naples. Itis believed that the state of sie*-e will bs raised in the Neapolitan provinces towards the middle of November. Accounts from Sicily announce that tranquility prevails in the islaud. The King of Italy has at last signed a decree granting an amnesty to ail persons engaged in the recent insurrectionary movement, except the soldiers who deserted from the royal army, it is said thai the young Italian Princesses, on t\e occasion of" the marriage of the Princess Maria Pia to the King of Portugal, bfigged this boon from their father ; and \v,>. ieam. also that Gialdini withdrew his opposition on beluli'ol the army, aud tli t '• psrariwion" was accorded from Biarritz; so that everybody was agreel upon the j measure. We had better not inquire too curioaslyj into the means by which this wi--e result has oeeu brought about, but, accept it as we find it. All Italy, except Mazztni an.l the Pope, appear to b3 satisfieii": aud tlie.c ••UTitry Ls more tranquil than it has been for ages past. Even the news from Paris has not very materially disturbed the 'general placidity. It lias occasioned a profound sensation iv the hearts of the people, but no outward manifestation oi emotion. Tuere was at first a rumour or reresynations in the Cabiaets; but ministers will keep their ground, and pub their trust i:» the Parliament which, oa this account, will meet earlier than, usual. Garibaldi's health w decHninir. It is believed t'l.-it that the bullet is iv the wound, and that he is too weak to l>e^r amputation. His friends entertain the most serious apprehensions f*v the result.
