Miscellaneous, TO THE ELECTORS OF NO. 2 WARD OF THE CITY OF DUNEDIN. / 1 ENTLEMEN",— Having waited until now, in VJT the hope that some gentleman residing in our Ward wo.uki have come forward at this juncture, to solicit our suffrages, but no one doing so, 1 have the honor to inform you that at the request of several influential ratepayers, I have deckled upon becoming a candidate. It thus becomes my duty to lay before Hie electors an epitome of the views and opinions which will guide my conduct in the event of my return. In the first place, I shall strenuously impress on the Government the absolute necessity ofat once initiating a water supply to the city, whereby our property is made more secure, our health benefit U-d, our .sanitary condition improved ; in short, I lock upon an unlimited suppiy of water as of paramount importance; everything cisc, in ray opinion, being merely secondary to that one great object. Next in order of importance, I conceive, to be an efficient system of drainage ; n want which, I regrrt to say, has existed too loug, especially considering";he engineering and natural facilities .which Duuedin offrrs for tha* purpose. I (-kail not fail, therefore, to be a warm advocate for drainage. There arc many other subjects to which I would like to refer, but the limits of au address preclude me from doing so; I will, therefore, briefly recapitulate my \iews, and if returned as y.ur member, will introduce to the Board, or advocate r/ith ail the ability I possess, the following leading questions :— 1. An unlimited supply of pure water. 2. A complete system of drainage. 3. A stoppage of the present iniquitous system of compelling mere occupiers cf property to pay the whole amount of tiia cost of laying the asphaltc in front of 'their premises, for the convenience of the public ; my idea being that at least one-half of the expense ought to be paid out of the general funds of the Board. 4. A thorough reformation of the style of roadrnnking at present used by the Board. A proper and efficient staff of Corporate sev- | vants, but not one too man-it. _ In conclusion, allow me to say that I have had considerable experience in the practical working of municipal institutions in Victoria, i was for some years a member of one of the most important Municipal Councils oi" that colony; the experience gleaned there, I natter myself, may be found useful here. I have no personal or interested motive in this matter,, but. simply a de-ire to serve, to the best of my ability, the country wherein Providence has placed me ; and finally, should you elect mi1, I will endeavor to bri-'g to a successful issue the foregoing propositions, and if long experience, combine! with devotion to my public duties, and attention to your interests are sufficient qualification?, .then, Greuweiaen, on these grounds, I respectfully claim ycur suffrages.
