Miscellaneous. TO THE ELECTORS OF NO. 2 WARD OF THE CITY OF DUNEDIN. GENTLEMEN,— Having waited until now, in the hope that some gentleman residing in our Ward would have come forward at this junctures to solicit our suffrages, but no one doing so, I have the honor to inform you that at the request of several influential ratepayers, I have decided upon becoming. a candidate. It thus becomes my duty to lay before the electors an epitome of the views and opinions which will guide my conduct in the event of my return. In the first place, I shall strenuously insist on tbe Government the absolute necessity of at ouce initiating a water supply to the city, whereby our property is made more secure, our health benefitted, our sanitary condition improved ; in short, I look upon an unlimited supply of water as of paramount importance;" everything else, in my opinion, being merely secondary tj that one great object. Next in order ef importance, I conceive, to be au efficient system of drainage ; a want which, I regrf-t to say, has existed too long, especially considering the engineering and natural facilities which Duuedin off-re for thah purpose. I shall not fail, therefore, to be a warm advocate for drainage. There ere many other subjects to wliich I would like to refer, but the limits of an address preclude me from doing so ; I will, therefore, briefly recapitulate my yiew3, and if returned as y ur member, will introduce to the Board, or advocate with all the ability I possess, the following leading questions :— 1. An unlimited supply of pure water. 2. A complete system of drainage. 3. A stoppage of the present iniquitous system of compelling mere occupiers of property to pay the whole amount of the cost of laying the asphaltc in front of their premises, for the convenience of the public ; my idea beinj? that at least one-half of the expense ought to be paid out of the general funds of the Board. 4. A thorough reformation of the style of roadmaking at present used by the Board. No street or thoroughfare, in my opinion, can be made permaneat, otherwise than by forming, pitching, and metalling. 5. A proper and efficient staff of Corporate servants, but not one too many. % In conclusion, allow me to say that I have had considerable experience in the practical working of municipal institutions in Victoria. I was for some years a member of one of the most important Municipal Councils of that colony; the experience cleaned there, I flatter myself, may be found useful here. I have no personal or interested motive in this matter, but simply a desire to serve, to the best of my ability the country wherein Providence has placed me ; and finally, should you elect me, I will endeavor to bring to a successful issue the foregoing propositions, and if long experience, combined with devotion to my public duties, and attention to your interests are sufficient qualifications, then, Gentlemen, on these grounds, I respectfully claim your suffrages.
