All letters received from beyond Keas,at any Post i Office in this Colony, which have not been regularly i posted at the place of despatch (loose letters), , are chargeable with full jio.stage, according to the | rates established by the foregoing tables, unless they arc letters which it is not compulsory by law to send jby post, in which case they are chargeable with the inland rate of postage only. ! INSUI-TICIENT I'AYiIE.N'T. ■ Letters and packets liable to more than one rate of I postage, aud addressed to places within the Colony, Tor to the United Kingdom, ii bearing at least a single | rate, will be forwarded and charged with the postage deficient, and another single rate as a tine. Letters I and packets so addressed, and bearing less than a I single rate of postage, and all letters and packets | otherwise addressed, not bearing, the full postage chargeable, will be detared and returned to the I sender in all cases where practicable, Newspapers, if posted without prepayment of the full amount of postage chargeable, can neither be forwarded to their destination nor returned to the sender ; but will be I delivered or forwarded to the person addressed, on I application, within six months, at the ollice where Hiiiiie were posted, and payment of the deficient j postage in stamps. IUWISTKATIOW. 1 Any person can have a letter registered by affixing on it by means ofthe proper labels the amount ofthe registration fee, in addition fo the proper postage, and presenting it at a Post Oflice during office hour.*, and at least one hour before the closing of the mail by which it Ls desired to be transmitted. Every precaution will b« adopted to ensure the safe delivery of

a registered letter, hy entering it on the letter bills', and obtaining areeeipt for the same on delivery. As the Post Ollice, however is not responsible for the loss or any letter, whether registered or otherwise persons sending hank notes or drafts are advised to take the numbers and particulars, nnd to cut tlie notes or drafts in halves, and to send them by different posts. RE-DIttECTION\ Letters, newspapers, and packets wil lie re-diweted from one Post Officii to another on th« written instructions ofthe person addressed, but on redirection nre chargeable with a new and distinct rate of postage, to be paid on delivery.
