L«OSE LETTEES. All letters received from beyond sonant any Post Office in tliis Colony, which have not been regularly posted, at the place .of 'despatch ." (loose letters), arc chargeable with full postage, according to the rates established by the foregoing tables, unless, tbey are letters which it is not compulsory by law to send ,by post,.-in which case they arc chargeable with the inland rate of postage only. INSUFFICIENT PAYMENT. Letters and packets liable to more than one rate of postage, and addressed to places within the Colony, or to the United Kingdom, it bearing at least a single rate, will be forwarded and charged with the postage deficient, and another single rate as a fine. Letters and packets so addressed, and bearing less than a single rate of. postage, and all letters and packets otherwise addressed, net bearing the full postage chargeable, will be deta ned and returned to the sender in all cases where practicable. Newspapers, if posted without, prepajment of the full amount of postage chargeable, can neither be forwarded to their destination nor returned lo the sender ; but will be delivered or forwarded to the person addressed, on application, witbiu six months, at the office where same were posted, and payment of the deficient postage in stamps. BEOISTIUTION. ' Any person can have a letter registered by affixing on it by means of the proper labels the amount of the registration fee, in addition to the proper postage, and pro-enting it at a Post Oflice during office hours, and at least one; hour before the closing- ofthe mail by which it is desired to be transmitted. Every precaution will be adopted to ensure the safe delivery of a registered- letter, by entering it on the letter bills, and obtaining: arcceipt forthesame on delivery. As the Post Office, however is not responsible for the loss of any letter, whether registered or otherwise, persons sending bank notes or drafts are advised to take the , numbers and particulars, and to cut tbe notes or drnfts in halves, and to send them by different posts. RE-DIKECTION. Letters, newspapers, and packets will be re-directed from one Post Office to another on tbe written instructions ofthe person addressed, but on rc-dire'etion are chargeable with a new and distinct rate of postage, to be paid on delivery. Every book-packet shall be sent' open at the ends or sides, and there shall be no enclosure sealed or otherwise closed against, inspection sent in or with such packet, nor any thing printed or written in the nature of a letter. REGULATIONS MR THE DISPOSAL, SALE, LETTING AND OCCUPATION ■OF THE

WASTE LANDS OF THE CROAVN

IN THE PROVINCE OF CANTERBURY AS AMENDED.

1. A LL Regulations now in force in the ProXjL vince of Canterbury for the sale, letting, disposal, and occupation of the ■ AA'aste Lands of the Crown arc hereby repealed.

2. All such Waste Lands shall, from and after the day on which these Regulations shall come into force, be'sold, let, disposed of, and occupied according to these Regulations, and not otherwise! y 3. Every Act wbich the Superintendent is hereby authorised or required to perform he shall perform solely in accordance with the advice of his Executive Council for the time being, and such advice shall be ' recorded on the minutes ofthe Council. II. —THE WASTE LANDS BOAKD. 4. There shall be established a Board to be called the AVaste Lands Board, to consist'of one Chief Commissioner, and of not less than two nor more than five other Commissioners, all of whom (except such one as shall be appointed to act as Treasurer) shall be ap- ' pointed and be removable by warrant under the hand of tbe Superintendent. ' 5. One member of the AVaste Lands Board shall , idso be the Treasurer thereof, and such member shall' be appointed and removable by the Governor. 6. The AVa*te Lands Board shall sit at the principal Land Office of the Province, at certain stated times to be determined by the Superintendent, and shall also sit for special purposes at such places and at such times as the Superintendent sliall direct; of which sittings due notice shall be given in the Provincial Government Gazette, and one or more newspapers published in the Province. 7. The Chief Commissioner when present, and in his absence then some member selected by those present at any meeting ofthe Board, shall preside thereat, and shall have a casting vote in- all questions coming before the Board. 8. All questions coming before the Board shall be decided by a majority of the Commissioners present thereat.

9. All meetings of the Board shall be attended by at least tliree Commissioners, and shall be open to the public. 10. All applications for Land and for Pasturage and for Timber Licenses shall, after hearing evidence when necessary, be determined by the Board at some sitting- thereof.' 11. The Board sliall have power to hear and determine all disputes between the holders of Pasturage and Timber Licenses respecting the boundaries oi runs and districts, and sliall have and exercise all the powers which may be lawfully had and exercised by any Commissioner of Crown Lands, under the provisions of the • '.' Crown Lands Ordinance, Sess. X:, No. 1 ;" anil the "Crown Lands Extension Ordinance, Sess. XL, No. 10." 12. All the routine business of the Land Depart-, ment shall be transacted by the Chief Commiosioucr, subject to such regulations as may be. made by the Board in that b.elialf. • - .-•13. A book to be called the " Application Book " shall be kept open. during office hours at the Land Office, in wbich the name of every person desiring to make any application to the Board' shall be written in order by himself or any person duly authorised on his behalf." And the Commissioners shall, during the sitting ofthe Board, consider and determine all applications in tbe order in which they shall appear iv the application hook. Provided' abo that if two or more persons shall apply at the «anie time to write their names in the Application Book, the Chief .Commissioner shall bracket their anles*,":and shallinitial the bracket; and when tbey all npjiear before thettßoard, the Board shall determine the priority of right to be hard by lot. And it shall not be lawful for the Board to hear any application except, such as'shall be made in accordance with this regulation. 1-i. The Board shall keep true and detailed minutes of aJI applications made to the Board, and all decisions thereon, and of all sums of money paid to the Treasurer, and generally of aU the proceedings of the Board; and such minutes shall be sigi.«id by all llie Commissioners present at any meeting. And such minutes shall be open to the inspection of all persons desiring to inspect the same, at all reasonable hours, on i.avment ofthe sum of two shillings and sixpence for every such inspection. lII.—SURVEYS. 15. There shall be a Chief Surveyor who shall be appointed and removable by AA'arrant under the hand of the Superintendent, and as many ssistant Surveyois as shall be necessary, who shah oe appointed anil immoveable by the Superintendent upon the recommendation of the Chief Surveyor. 10. All surveys shall be conducted in such manner as the Board by any regulations to be made in that behalf shall direct. IV.—TUB LAND HEVENUE. 17.
