OTAGO PROVINCIAL COUNCIL.

Wednesday, 4th June, 18G2.

The Provincial Council met at four o'clock, pursuant to prorogation from 9th ultimo.

TII3 SPI-iAKEIUook the chair at ten minntes after (bur o'clock, and opened the proceedings by reading the usual form of prayer. MINUTES. The Clerk to the House road the minutes of last' meeiiiijj which were confirmed. NOTICES OF MOTION. Mr. WALKER gave notice that to-morrow he would ask " what steps the Government are takiii^with regard to steam postal communication with Melbourne, in anticipation of the expiration of the contract entered into by Mr. (Jrosbie Wai'd.'' The hon. member further gave notice thatto morrow lie would ujovo " that the Government be authorised to loan a sum of £iOOO to the Dunediii Town Board for the special purpose of organising; a Fire Brigade, in anticiimtiou of moneys to be raised by the Muuicipa body when properly constituted." SEPARATION. Sir. WALKER rose and said lie did not know whr.t course the Government intended to pursue with regara to the session, but he would intimate that to-morrow he would give notice of a motion which he intended to move or. the subject of Separation. Mr. DICK remarked that as it was probable the business of the session would be concluded to-morrow, it would bo advisable for the lion, member to give notice at once. Mr. WALKER then .gave notice that to-morroiv ho would amove a resolution on the subject of Separatior. - BUILDING ORDINANCE. Mr. M'GrLASIIAN moved the first reading of this !>ill, and observed that it would be desirable to resort to the General Assembly for a measure which had been recommended to the Government. It was tho intention of the Government to have such a nieasuro brought before the Assembly, but it could not bedona during the ensuing sessiDn. In the meantime it was. considered prudent that a measure originating with the former Executive should bo adopted A similar bill had been, for some time past, iv successful operation at Auckland.

Mr. HOWORTII seconded the motion, and remembered that this bill had been prepared by the late Government, and was, in his judgment, suitable to the present exigencies of the city.

. Mr. DICK considered that the lioa. member was trespassing beyond the bounds of parliamentary order, in sneaking at this early stage of the bill. "

Mr. HOWOII'JH insisted upon his right to address the house.

Mr. DICK invited the attention of hon. members to the 39th clause of the standing orders, and called the hon. member for the Central district to order.

Mr. HO WORTH would content himself with se< conding the motion. Question put and carried.

Cn the motion of Sir. M'GLASIIA.iV,.the bi;l was then ordered to be printed, and the second reading made an order of the day for to-morrow. ADJOURNMENT.. Mr. DICK moved the adjournment of the House until four o'clock.to-morrow ; and, in doing so, would mention that the local government had found it neCjssary to :n_ike arnia^onie.its for the institution of a Gold Fields' department; and the Executive had appointed Mr. Yincant Pyke a cow missioner, to abide in Dunedin until that gentleman could be gazetted as a magistrate. His past experieucs in mining operations in Victoria made him a most suitable party for constructing, and organising, such a department; nnd as soon as the ratification of bis appointment had baen received from the General Government at Auckland, the nominoe would proceed to the gold-field to which he might be appointed. Meanwhile the lion, member would intimate that the head of the department ha.l not yet been appointed : but the Pro-vincial-Government relied upon tho prospect of obtaining, either in this colony or in Australia, a geu- ! tleman in every capacity fully qualified to discharge j the functions of so important an office.

Mr. PATKU3ON seconded the motion for adjournment.
