INSUFFICIENT PAYMENT. Letters nnd pucktsus liable to more than one rate of postage, and addressed to places within tlie Colony, or to the United Kingdom, il bearing atjenst a single rate, wiil be forwarded and charged wii-h the postage deficient, and another single rate as a fine. Letters and packets so addressed, and bearing* less than a single rate of postage, and all letters and packets otherwise addressed, nob bearing- the full postage chargeable, will be detained and returned to the Render in a!l eases where practicable. Newspapers, if posted without prepayment of the full amount of postage chargeable, can neither be forwarded to their destination nor returned to the sender ; but -will be delivered or forwarded to the person addressed, on application, within six mouths, at'the .cinco where same were posted, and payment of the deficient* postage in stamps. . ■ * ■ . REGISTRATION. Any person can have ,1 letter registered by affixing on it by means of the proper labels the amount of the registration fue, in addition to the proper postage, and presenting it. at a Post Office during ciSce hours, and at least one hour beibre.the dosinjr of the mail by by which it is desired to be transmitted. Every precaution will be adopted to ensure the safe delivery of a registered letter, by entering it on the letter bills, and obtaining- areceipt for tiie same on delivery. Asthe_ Post Office, however is not responsible for Ihe loss of any letter, whether registered or otherwise, persons sending bank notes or drafts are advised to take the numbers and particulars, and to cut the notes or drafts in halves, and to send them by different posts. Hl2-DIHECTION. Letters, newspapers, and packets will be re-directed from one Post Office to another on the writ ren instructions of the pcivon addressed, but on rp-ilirecrion are chargeable with a new and distinct-rate of postage, to be paid on delivery. I'IiNALTIF.S. Any person sending- as exempt from postage letters not liable to exemption, or. enclosing a c<minn.nication in the nature of a letter in any newspaper or book-packet, it liable to a penally of £20. SIZE AXD WEIGHT. No book-packet or packet of newspapers will be received, nor will any Postmaster be required to receive any letter if it exceed two -feet in iength, one foot iv width or depth, ur tliree pounds i:i weights. BOOK-PACKETS TO BE OPEN FOR'INSr-EOTIOS. Every boc-k-pncket-slmll1 be sent open at the ends or sides, and there-shall bo no enclosure sealed or otherwise closed against inspection sent in or with such packet, nor any thing- printed or written in the nature of a letter. CONTESTS. With the fibove limitations, a packet-book may contain any number of separate books,' mnjis, prints, or piiotogiiips, and any quantity of paper, vellum, or parchment, either printed, written on, or plain, (exclusive -of anything- in the -nutnre of a letter whether sealed or open, ) with the binding', covering, or mounting- attached or belonging- to such book, print,»map, or photograph, and alt things legitimately appertaining- to or ui.cessary for-the transmission of any enclosed literary or artistic matter, ■but exclusive of glass in any fo'tn. The names and address of the ser.iler may appear on the cover. A IL Regulations now in force in the ProjltL vmce of Canterbury for the sale, letting, disposal, mid occupation of the Waste Lands ol the Crown are hereby repealed. 2. All such Waste Lands shall,.front.and after the day on which these Regulations shall come into force, be sold; let, disposed of, and occupied according to these Regulations, and not otherwise. 3. Every Act which the Superintendent is hereby authorised or required to perform he shall perform solely in accordance with tlie advice of Uis Executive Council for the time being, and such advice shall be recorded on the minutes of the Council. ■ lI.—THE WASTB LANDS BOARD. 4. There shall be established a Board to be called the Waste Lands Board, to consist of one Chief Commissioner, and of not less than two nor more than five other Commissioners, all of whom (except such one as shall be appointed to act as Treasurer) shall be appointed and be removable by warrant under the hand of the Superintendent. 5. Or.? member of tlie Waste Lands Board shall also be the Treasurer thereof, and'such member shall be appointed and removable by the Governor. 6. The Waste Lands Board "shall sit at the principal Land Office of tlie Province, at certain (stated times to be deteni ined by the Superintendent, and shall also sit for special purposes at such places and at such times as the Superintendent shall direct; of which sittings due notice shall be given in the Provincial Government Gazette, End one or more newspaper's published in the Province. . ,' 7. The Chief Cdriitiiissioner when present, nud in his absence then some member selected by those present at any meeting of tbe Board, shall preside thereat, and shall have a casting vote in all questions coming- before the Beard. 8. All questions coming- before the Board shall be decided by a majority of the Commissioners present thereat. 9. All meetings of the Board shall be attended by at least three Commissioners, and shall be open to the public. ' ,30. All applications for Land and fnr Pasturage and for Timber Licenses shall,- after hearing evidence when necessary, be determined by the Bourd at some sitting- thereof. 11. The Board shall have power to hear and determine sil disputes between the holders of Pasturage nnd Timber Licenses respecting the boundaries of runs and districts, and shall have and exercise all the powers which may be lawfully had and exercised by any Commissioner of Crown Land?, under tbe provisions of the "Crown' Lands Ordinance, Seas. X., No. 1:" and tbe "Crown Lands Extension Ordinance, Sess. JCi., No. 10." ■'••? 12. All the routine business of the Land Department shall be transacted by the Chief Commissioner, subject to such regulations as may be made by the Board in that behalf. 13. A book to be called the "Application Book" shall be kept open during office hours at the Land Oflice, in which the name of every person desiring to make any application to the Board shall be written in order by himself or nuy person duly authorised on his behalf. And tbe Commissioners shall, during the sitting- of the Board, consider and determine all applications in the order in which they shall appear in the application l>«xik. Provided that if any person shall not appear himself or by some person duly authorisd on his beiirJf before the Board when called iv his turn, his appi.'ation shall be dismissed until his name shall appear again in the Book in order. Provided also that if two or more persons shall apply at the same time to write thtir names iv the Application Book the" "Chief Coiimiis=>!cncr shall bracket their nmes, mid shall ir.itial the bracket; and when they all appear before the Board, the Board shall determine the priority of right to be hard by lot; And it shall not be lawful for the Board to hear any application except such as shall be made in accordance with this regulation. ' 14! The Board shall keep true and detailed minutes of all applications made to the Board, and all decisions thereon, and of all sums of money paid to the. Treasurer, and generally of all the proceedings.of the Board; and such minutes shall be sifrx-.d by all the Commissioners present at any meeting. And .such minutes shall be open to the inspection of all persons desiring to inspect the same, at all reasonable hours, on payment oi the sum of two shillings and sixpence for every such inssection. 111. —SURVEYS. 15. There shall be a Chief Surveyor who shall be appointed and removable by Warrant under the hand of the Superintendent, and as many «sistnnt Surveyors as "shall be necessary, who shall oe appointed and remove-able by the Superintendent upon tlie recommendation of the Chief Surveyor. 16. All surveys shall be conducted in such manner as the Board by any regulations to be made in that behalf shall direct. . IV. —THE LAND REVENUE. 17. All payments to be made in respect of land shall be made to the Treasurer of the Board during- the • sitting- thereof, and the Treasurer shall thereupon give receipts for the same. 18.—By the 62ud clause of the Constitution Act i the Governor is authorised and required'to pay out of ■ the revenue arising from, the disposal of the Waste .
