The Chief Commissioner when present, and in his absence then some member selected by those pr. - sent at any meeting' of the Board, shall preside thereat, and sliall have a casting vote in all questions coming before the Board. 8. All questions coining- before the Board shall 1 e decided by a majority of the Commissioners present thereat. 9. All meetings of the Board shall be attended 11 y at least tliree Commissioners, and sliall be open to tl.e public. 10. All applications for Laud and for Pa-:tur.'i!:i; and for Timber Licenses shall, after hearing- evident1; when necessary, be determined by the Board at son.e sitting' thereof. 11. The Board bhaU have 'power io hear r.nd. determine all disputes between the holders of Pasturage and Timber Licenses respecting' the houndaii:of runs'and districts, and sli.rl have and exercise i i the powers which may be lawfully had and exercise I by any Coniinissi'incr*of Crown Lands, under the piyvisions of the " Crown Lands Ordinance, Sps3. a' . All surveys shall he conducted in such manni' as the Board bv any regulations to be made in tinbehalf shall direct.' IV. —THE LAND SEVENUE. 17. All payments to be made in respect of land slur be made to the Treasurer of the Board during t!h sitting thereof, and the Treasurer shall thereupo, give receipt.-, for the same. 18.—By the G2ud clause of the Constitution Attire Governor is authorised and required to pay out i; • the revenue ari.-sing from the uispoaal of the Was.* Lands of the Crown ;ili the costs, charees, and i.-j:-pensos incident to the collection, management, aii receipt thereof; and aiso to pay out of the said revenu>such sums as shall become payable under certa' other provisions therein contained. Goveriit shall dirc( t. ■ V. —PUBLIC KKSERVES. 19. ReseiTes for the uses of the Provincial Govcriment and for other public purposes may, upon tl: recommendation of the Provincial Council, bu mat1 by the Superintendent; and shall not be alienate. from the specific purposes to which they sliall hav been severally dedicated, except under the provision of an Act of the Gciieiiil Assembly, entituled th " Public Hescrves Act, 1854;" and a full and complete description of every such reserve and of th purposes to which it shall have been dedicated shall as soon as possible after it-shall have been made, bpublished in tho Government Gazette of tlie Province, and set forth on the authenticated maps in the Lam Office. Provided thatthe Superintendent may, i/ the Provincial Council be not then sitting, temporarih reserve land for such purposes until the" next scssioi of such Council. ; ..-i. ' 20. Reserves for public highways, bridle-paths," am) : foot-paths, shall be made by the Siqierintendent, aui' shall be set for!h on the authenticated maps in the Land Office. The Superintendent and the Proviucia Council may by Ordinance alter the line of any sue' highways, bridle-paths, ami foot-paths, and dispose'o' the land theretofore used for the same. 21.
