Mr Cartwright, in the .Senate at Ottawa, stated that there had been pourparlers between the German Government and Canadian officials regarding the surtax on German goods. Canada's legislation was not directed against Germany, and it was witlun the power of Germany to obtain more favorable tariff relations with Canada by placing Canada in the same position with regard to the German tariff as she held before tlie introduction of British preference, whjch had caused.Germany to shake the mailed fist and place the Dominion in an unfavorable position to send goods to Germany. Canada's surtax followed, and as Germany was selling sevenfold in Canada compared with Canada's sales in Germany, the European countr-' was beginning to realise the position.

President Roosevelt has appointed a commission of eight experienced naval officers, firstly to inquire into the fundamental principles of organisation and to ensure the efficient preparation of the navy for war in peace time ; secondly, to consider recommendations concerning changes in the present organisation to accomplish this result.

At the Labor Party's Conference at Portsmouth, Mr Keir Hardie, presiding, ilr Philip Snowden demanded that the cost of dealing with poverty should rest on unearned incomes. Mr Ramsay Macdonald's resolution was carried opposing increased taxation of the masses, and urging a supertax on large incomes, special taxes on State-conferred monopolies, increased estate legacy duties, and a substantial beginning on the taxation of land values.
Ring Kdward has granted a charter to .-stablish a Royal British Radium Institute, to include a medical department for the treatment of disease. A syndicate has been formed to obtain radium from the Cornish mines.

A deputation of Indian Mahommedans suggested that of the six members of the Viceroy's Executive Council one should be a native Mahommc-dan and another a Hindu. Lord Morley, ill reply, emphasised that the appointment of an Indian member was intended as a signal proof 10 the race that there was no disability in the attainment of the tremendous trust, but no man would be selected either' as a Hindu or a Mahommedan. While readyto make one of the six a native, he saw no chance of appointing two natives. He added that in reference to the cither suggestions of separate electoral colleges for Mahommedans, that could possibly be ar- ■ ranged. Lord Morley was conciliatory and declared that the scheme was generally welcomed in India, emphasising the goodwill of the Indian Civil Service. He said he also derived encouragement from President Roosevelt's utterance.
